(U) Attendees: Dr. LaBerge, Chairman (Principal Duputy USD(RE)), Dr. Ruth Davis (DOE), LTG Tighe (DIRDIA), MG Thompson (ACSI DA), MG Brown (ACSI AF), and RADM Shapiro (DNI). 2. (S/NOFORN) Discussion: a. At this point the DOD project has an R&D flavor, rather than intelligence. Need to validate phenomena existence. b, Need -to keep Congress informed and interested in progress. C. Security is paramount and keeping track of Soviet work is Targe problem. d. Everyone recognizes possibility of Golden Fleece Award. e. Current R&D aspects are presently primitive and naive. No dishonest work has been seen. f. Dr. Perry wants little to do with the subject (based on 15 min conversation, Perry/Davis). g. Best results to date are from Fort Meade, with military people carrying out a project in a military way. h. It is hoped that the Science Evaluation Group report will pin down whether or not it is worth pursuing any further, but recognize that the SEG report is only one of a number of inputs. i. What is at issue for the time being is "not an intelligence policy activity," and making it such would be the worst possible thing to do. 3. (U) Recommendations: a. Steering Committee will hear fron the SEG soonest, and should meet again when report is finished. b. Future program work will depend to a degj@ee on what the SEG report says.
